The Application deadline is Monday, July 8, 2024 by 11:59 PM (EST). This is a DCSAA pay grade 44 position. Leads and manages a broad range of activities associated with corrective and preventive maintenance activities and capital project involving building systems, facilities, equipment and grounds. Provides leadership, management skills and experience to ensure that each project is successful in terms of comprehensive scope definition, quality, schedule and budget.

EXAMPLE OF DUTIES

1. Directly responsible for ensuring that all building systems, equipment and grounds are properly maintained at assigned locations and the planning, scheduling and monitoring of capital projects. Manages the coordination, planning, programming, budgeting and cost effective utilization of in-house resources, equipment, vehicles, and supplies, as well as supplementary contracted services when applicable. Manages project closeout activities to ensure the prompt completion of punch list items.

2. 2. Coordinates all aspects of project activities with Region Center administrators, school principals and central office department personnel. Serves as project contact and liaison for school principals and communities in all matters related to project design and construction. Ensures that project information is provided to municipal authorities and regulatory agencies.

3. Assists with preparation of bid documents, bid advertisem*nts, bid analyses, submittals and recommendations for contract awards. Coordinates/conducts pre-bid meetings, pre-construction meeting and periodic construction meetings.Ensures that all contractors are familiar with requirement related to worker conduct, student safety and protection of property specific to school sites. Establishes project scope. Conducts Pre-Bid site scope meeting with site administrators.

4. 4. Conducts frequent site visits to review quality and progress of work. Communicates findings as appropriate, coordinates quality assurance, code and other mandated inspections and resolves deficiencies. Inspects all overtime projects during execution to ensure the quality and satisfactory completion of work within the time allocated. Monitors backlog reports and schedules assignments to achieve and maintain a high standard of efficiency. Provides reports, as assigned by the immediate supervisor, via computer data, verbal or written means.

5. 5. Coordinates scheduling of complementary trades and assignments required to complete jobs. Evaluates and plans projects in order to minimize the requirement for scheduled overtime. Supervises employees including interviewing, training, evaluating and recommending employment or promotion(s) of assigned staff.

6. 6. Participates in personnel/trade conflict resolution, including recommendations for deficiencies and facilitates action for correction. Ensures that employees are in compliance with all Miami-Dade County Public Schools, Office (Division) of Facilities Operations, policies/procedures and Miami Dade County Public Schools Board rules.

7. 7. Identifies and provides for corrections of health and safety deficiencies and develops school by school work plans to address such as defined by the School Board, Health Department, the State of Florida, and other regulatory agencies.

8. 8. Assists in the evaluation of specifications and contract compliance for new or modified facilities. Recommends improvements in material, specifications, and plans for new construction and alterations to the School Board’s architects and engineers. Reviews design document for compliance with design guidelines and provide feedback to appropriate staff.

9. 9. Administers construction and maintenance contracts, develops contract documents, monitors contractor’s performance, inspects projects and processes payments to contractors. Initiates and coordinates work orders for consulting services to support projects and reviews and approves the work product.

10. 10. Implements and continue to evaluate and refine District-wide preventive maintenance programs.

P 11. Performs other duties related to general administrative responsibilities of the position.

PHYSICAL REQUIREMENTS

This work requires the following physical activities: climbing, bending, stooping, kneeling, twisting, reaching, sitting, standing, walking, lifting, finger dexterity, grasping, repetitive motions, talking, hearing and visual acuity. The work is performed primarily indoors and outdoors and requires frequent in-county travel.

MINIMUM QUALIFICATION REQUIREMENTS

  1. Bachelor’s degree in Business Administration, Public Administration or in a technical field such as Construction, Engineering or Architecture and four (4) years experience in the direct supervision of the daily activities of a large multi-trade work force engaged in the maintenance and construction activities of a large school District or other public/private institution or equivalent combination of education and experience.

OR

High school diploma and documented nine (9) years experience in management including a minimum of five (5) years experience in the direct supervision of the daily activities of a large multi-trade work force engaged in the maintenance and construction activities of a large school district or other public/private institution.

2. Knowledge of Federal, State and Local Laws, codes, ordinances and rules pertaining to the design, construction, occupancy, and maintenance of educational and ancillary facilities.

3. Skilled in the use of Computerized Maintenance Management Systems and project scheduling software.

4. Possession of a valid Florida driver's license.

5. Demonstrated ability to communicate effectively in both oral and written forms.
