7:01 am

anywhere if you're north or east or inland you're like, man, this is unseasonably cool for us, no doubt about it. some of the lows this morning sebastopol, sonoma, 42 windsor, menlo park, fairfax, clayton, los altos and tiburon all between 43, 45 and 46. cool cool degrees here. lots of low clouds in place. they continue to ramp up 40s and 50s on the temps, and there is a no doubt about it breeze in place for many. so a windy and cooler friday 50 6070 temps well below average here across the board, which translates into 60s and 70s low 70s inland. >> all right i'm going to do a i am going to do a quick check of traffic here from the desk you can see a view of the east bay here with that traffic still sluggish on the span on the bay bridge. also note there is some slow traffic now that we're seeing at the richmond-san rafael bridge toll plaza. you can see it here in our live picture here, with the people tapping the brake lights as they head over towards san rafael. no specific problems, just the

7:02 am

usual slowdown for this time of the morning. the bay bridge toll plaza itself looks good, but then again, once you get in the span, you will hit some slower traffic. 880 in oakland north and southbound looks good and overall the commute is pretty good. today we have a little bit of friday light there. as you can see from the san mateo bridge, we are following the developing story in oakland, where police say they've detained two people in connection to last night's shooting at skyline high school's graduation. ktvu is amanda quintana joins us from the newsroom with the details on that police investigation. amanda. >> yeah. well, ali, late last night, police said that they detained two people, but it's unclear if either of those is the actual shooter now, just because they're detained, that doesn't mean that they have actually been arrested. now those shots did ring out at the graduation. it happened around 745 last night, sending students and families running for safety. police found two adult victims, a man and a woman on the north side of the campus. they were transported to the hospital.

7:03 am

both are expected to be okay. police said they were looking into multiple suspects and investigating a fight that might have happened right before this shooting. >> and we just heard two bangs and i saw people running. i was parked up there and i told my husband, i don't think those were fireworks. i don't think they're, you know, celebrating like he thought they were. >> so i was just taking pictures of the graduates, you know, i was going like, because we're graduating, you know, it's graduation. and then next thing you know, like, i hear, like the gunshots. at first i thought it was fireworks, but i seen people running. so, you know, i was just running with them, you know , oakland police and chp were on scene after this shooting. >> now, you may remember there was also a shooting at skyline at the start of the school year. that was back in september. that time, students hid under desks and in closets for hours as the school was on lockdown. nobody was injured in that shooting. police did say that this recent shooting is an isolated incident, although they said they are investigating multiple

7:04 am

suspects, they did not give a description of any of those suspects live in the newsroom. amanda quintana, ktvu, fox two news. >> amanda, thank you. our time is now. 703. we're keeping an eye on oakland city hall right now, where mayor xiang tao today will release her budget adjustment plan. the city of oakland projects a $117 million budget deficit this year, and a deficit of $175 million next year. mayor tao says selling the city's share of the coliseum complex will bring down some of that deficit and prevent layoffs and cuts to public safety and essential services. >> public safety, as that is at top of mind for many of our constituents, if not all. and so, with that being said, you know, i do believe that this is the best proposal to shift and move all of those priorities forward. that includes economic growth in oakland. >> the mayor says her fiscally responsible budget still upholds the priorities of public safety and economic development, and that her budget will not close

7:07 am

7:15 am

>> our time is now 714 firefighters all over the bay area will be on alert through the memorial day weekend because of strong winds and warmer temperatures, and the danger of those fire conditions were evident yesterday in contra costa county, where firefighters battled three separate brush fires, including two of them in antioch. one was near the slaton ranch, the other at the antioch marina. >> the biggest challenge with fighting this fire here in the marina is that it is in the two leads, and it's, it it really borders up against the water. so having to get crews and apparatus and lines out to that, is pretty tough for us. we do have a fire boat and that fire boat provides a lot of, versatility for us. >> now, a third brush fire started along busy concord boulevard in concord. the firefighters were able to keep the flames from spreading to buildings, and the cause of all three of the fires are under investigation. >> a trash filled urban lake is

7:16 am

calling the attention of people living in the south of market neighborhood in san francisco. the lot is located at fifth and shipley streets, according to the san francisco business times, the city approved plans for a 127 unit residential building, but the construction stalled after the site's developer failed to make monthly loan payments. people living nearby are concerned once it starts warming up. >> it's going a big, big, big mosquito mess. >> and you know god knows what other airborne diseases it can carry. >> hopefully the city or somebody will come in and put something in there. >> now, the san francisco public utilities commission says it believes the flooding is likely from groundwater, for the site's future is unclear. the utilities commission says it sent a crew out to collect samples of the water at the site, but they were unable to get access because of a fence. >> time now 716. san francisco's parks were ranked among the best in the whole country. the trust for public land released its annual parks score index and ranked san francisco as number

7:17 am

seven among big cities. that study found that everybody lives within a ten minute walk to a park, which is the best in the country. the top city for parks washington, d.c. followed by minneapolis and then saint paul, minnesota. >> california lawmakers introduced a bill that would prohibit schools from requiring teachers to notify parents about their child's identity. several school boards in the state have passed policies that require teachers to inform parents if their child asks to use different pronouns, names, or bathrooms at the school. if the bill is passed into law, it would make california the first state to ban schools from notifying parents regarding their child's identity. >> well, san francisco is moving ahead now with a plan to bring a historic black college and university to downtown san francisco. mayor london breed says there's a call for proposals now. it's part of her initiative to bring 30,000 students and residents to downtown san francisco by the year 2030. now, this summer, 28

7:18 am

students from historically black colleges and universities have been accepted as summer interns. with the city, they'll be exploring careers to follow and taking part in workshops and lectures. while living in dorms at ucsf. well mornings on two. the nine hitting the road. this morning for its first zip trip of the season and going to concord, you're checking out all of this east bay cities rich cultural diversities like its guided mural walk, its taco and beer trails, and the family owned and operated drive in movie theater, which has been a nostalgic movie haven for decades. >> the first time i came was, i would say probably back in 2012. my son was about two years old. yeah. and ever since we came, we just never, never left. >> i get it, the nine will be live at concord's todos santos plaza, highlighting all the fun

7:19 am

things to do to see and eat in this east bay city. and if you're in the area, you should just come on down, stop by, watch it in person, or you can of course watch live right here on ktvu, fox two and on the fox local app. >> well, let's see what the drive is like to concord and to other parts of the bay area. we've got traffic covered here remotely from the desk. we are showing you all of the bay area bridges. not all of them, but three of the bay area bridges here in this picture. richmond-san rafael bridge has some slow traffic. bay bridge has some slow traffic again. and also a note about stalled vehicle. now at the bay bridge toll plaza. but we also see a crash southbound 101 just past the golden gate bridge toll plaza. that's unusual because usually this, bridge rarely has any problems at all. we usually usually show it as a beauty shot, but this is just a stalled vehicle that crashed into one of the center divides past this picture. so past the golden gate bridge toll plaza, it's not

7:20 am

causing any sort of backup. as you can see there. we want to show you quickly the bay bridge toll plaza here. it looks pretty good. not a lot of cars out there at the toll plaza. but again, once you get onto the span, it's going to be a little bit slow. with that, we'll turn things to steve paulson, keeping our keeping an eye on the weather out here am indeed. >> and it was a cold morning for us for this time of year to get low 40s sebastopol and sonoma. you both checked in at 42 chilly degrees. the nights are much shorter now, so i'm impressed with these. windsor, menlo park, fairfax, clayton, los altos and tiburon all between 43 and 46 cool degrees. if you're going to bottlerock, you don't have to worry about heat. it's not going to be hot. i'd say windy is the main weather word. mostly sunny here. temperatures. they'll drop off fast once we get to tonight, so just keep that in mind during during the day in the sun. it may not be bad, but it will not be hot, that's for sure. santa rosa, menlo park, livermore, san jose down we go. 72, 68, 70 and

7:21 am

68 on steve's forecast? is cooler and windy. pattern will take us into today and also saturday before we get a little rebound as we head into sunday and monday. just incredibly cold water temps. i mean, you know, 40 was 48 now pointer is 49. point raise is 49 san francisco bowie at 50. that's just cold cold water. so fog is racing up the coast here. parts of the bay 40s and 50s now on the temps 51 seems popular. berkeley is in there. the city, walnut creek, fremont, hayward and mountain view and san jose and kelseyville. we southwest almost a 30 at travis. same for concord south to almost 30. they've been bouncing to be about 3033 all morning long. sfo west, south or northwest and even out to hayward and livermore. so everything's in place for a blustery day, 30s up in the mountains. a few isolated showers popped up there yesterday. i would not be surprised if that happens again today. and look at palm springs under 70 degrees already 49 arcadia. we have mostly sunny skies except for the low clouds on the coast. this is an

7:22 am

unseasonably cool pattern for us here. and so if you're like, you know, if you wanted cooler boy, i can't do much better for this this time of year. cool, gusty wind. if you want it warmer, just hang in there a little bit. sunday and monday do look a little warmer. i'm not buying into any big warm up though. i think the trend is to continue this to the end of may into early june. i mean, it's easy to get a quick warm up here this time of year, but right now 5060s and 70s on the temps does look, as we said, a little better on sunday. monday. >> thank you steve. well, as bart struggles to increase ridership, changes are coming to the agency's board of directors. the tough decisions they will likely be facing soon, and a rapper who at one time was at the top of the music charts was arrested for allegedly trafficking in stolen property. >> we have details on the long list of legal problems facing the si er

suv to explode in a shopping mall parking lot. police say a man living inside a white toyota forerunner lit a cigaret that ignited a propane tank that was inside the suv. authorities say the man somehow only suffered minor injuries, but the powerful explosion gutted the vehicle. >> our time is now 725. two men were arrested for allegedly scamming collectors into paying more money for fake sports and pokemon cards. they altered the condition of regular trading cards to make them look more rare. federal prosecutors say

7:26 am

more than $2 million was lost in this fraud. the most notable claim of fraud included a michael jordan rookie card that sold for more than $170,000. these two men accused in this case could get up to 20 years in prison. >> musical artist sean kingston was arrested on fraud and theft charges after a swat team raided his home in florida. his mother was also arrested as part of the investigation. after the arrest, kingston posted on instagram that he and his mother are good and his lawyers are handling everything. investigators aren't releasing any more details about the case at this time. >> all right, our time is 725. if you'll be staying home for the memorial day weekend, don't worry, we have you covered up next, we're going over some of the weekend's biggest events at the bay area will be offering and an invasive pest spotted in santa clara county seems to have been eradicated. >> the other bay area county still

7:30 am

weekend full of fun events here in the bay area from napa to san francisco in the east bay, we're breaking down the must visit events for your state on this memorial day weekend from ktvu icu. >> fox two news. this is mornings on two. >> welcome to mornings on two. i'm allie rasmus and good morning i'm dave clark. >> welcome to friday. it is may 24th steve do you have a forecast that even allie rasmus will like. you know she's she's very i think she, she embraces the cool. >> trust me. >> i do like it on the cooler side. yeah. >> you do indeed. yeah. so i think she'll like this 40s, 50s on the temps here. a pretty good fog bank. i mean, considering the air aloft is cooler and the temps are cooler. so this must be a heck of a system. and it is coming in that's giving us this wind and also some low clouds and fog making a pretty good push. at least san francisco, oakland south and on the coast, that's for sure. the sonoma coast looks pretty good, but overall we are looking for mostly sunny. unless you're on the san mateo coast and i think

7:31 am

it's going to be a mostly cloudy day. windy friday, cooler temperatures below average that equals 60s and 70s. those inland temps coming way down. all righty. back to ali. right. a little update on the traffic. >> yes i am keeping an eye on the traffic. and we want to start with this map because there is another problem on the bay bridge. this time it is in the eastbound direction. but this is apparently a big enough crash that it could kind of slow people down. in the opposite direction as well, just because of some of the impact of this. there is, according to the chp notes, a vehicle going over 100 miles an hour in that eastbound direction slammed into several other vehicles. so there's a debris in the lanes. there's a couple of lanes blocked. again, this is the eastbound direction. so not quite the commute direction, but something to keep an eye out for. anyway, let's take a look at the traffic camera here. if you're at the bay bridge toll plaza, though, it's smooth sailing, it is a little slow once you get onto the span. let's take a look at highway four and bay point. this commute has been a little bit slow for much of the morning. not terrible, but still want to

7:32 am

give yourself some extra time if you're traveling westbound on highway four. oakland police say they've detained two people in connection with a shooting that happened at the skyline high school graduation last night. authorities haven't released the identities of the two people or whether they're connected to the school or not, but the gunfire broke out around 745 745 last night. officers arriving at the scene found a man and a woman who were hurt. they went to the hospital and they are both expected to survive. authorities say they are looking into reports that the shooting may have staed with some type of fight. >> we do know there were, multiple suspects, but we're trying to identify exactly how many. >> any idea how many shots were caliber shots, not the caliber. and we're still looking into how many, but there were multiple shots. >> told you to take pictures of the graduates. you know, i was going great. like, because we're graduating, you know, it's a graduation. and then next thing you know, like, i hear, like, the, gunshots. at first i

7:33 am

thought it was fireworks, but i seen people running, so, you know, i was just running with them once again. >> oakland police say officers detained two people, but the incident is still an ongoing investigation. anyone with information is asked to call oakland police. felony assault unit ktvu is. amanda quintana will have a full report at 8:00. >> all right. ali time 732. oakland mayor shang tao expected to submit a budget adjustment today for the city of oakland. the mayor says oakland has a projected budget deficit of $117 million this year, a deficit of 175 million next year. the mayor says budget cuts are coming and that money is set aside for safety and economic development. the mayor's administration will be talking with the city council about possible adjustments in the next few weeks. they have until the end of june to pass that budget. >> well, triple a says this will be one of the busiest memorial day weekends ever for travel. but if you stay put in the bay area, there's plenty of things

7:34 am

you can do. and check out ktvu james torres live in our studio this morning to talk about all the fun stuff you can take advantage of here in the bay area. >> ali, good morning to you. well, right behind me here, memorial day weekend. that's what it's all about. if you wanted to avoid the traffic mess or if you just have some company in town, there is plenty to do. if you want to step out the door this weekend. here are some of the highlights this afternoon the bottlerock music festival begins. that's up in napa. the three day music series is all day. all three days. and tonight stevie nicks headlines the show. other acts of some different music genres include megan thee stallion, nelly, bebe rexha as well as all time low. here in san francisco, the 46th annual carnival festival kicks off in the mission district tomorrow. it's a two day festival highlighting latin culture from all different countries. it's full of food, music, dancing, a giant parade that happens sunday morning. i spoke to the festival's executive director, who says carnival brings you a little taste of everything here.

7:36 am

national average this morning, about a nickel less than it was a month ago. however, gas prices are about a nickel higher than they were last memorial day. >> instead of working to lower gas prices for americans ahead of a busy memorial day weekend, big oil company executives are huddling to find ways to keep prices high and keep their profits soaring. >> now, triple a predicts a 4% increase in travel by car this holiday weekend compared to the last memorial day and the state of california is averaging about 513 a gallon for gas. napa has about the highest price in the bay area at 549. san francisco averages 533 a gallon, oakland 526 a gallon, san jose 522 a gallon. all of those prices, though, are down slightly from yesterday. there is a new addition to the bart board of directors as they face some tough decisions ahead. >> dublin mayor melissa

7:37 am

hernandez took the oath of office at yesterday's hearing. she replaces former director john mcpartland, who left for family reasons and will serve the rest of his term, which ends in december. bart is dealing with some massive deficits, which could grow to nearly half $1 billion in the fiscal year of 2027. >> our time now 736 a car in santa barbara county rammed right through the front entrance of a 7-eleven store. investigators say a subaru plowed through the front door, hit the back wall, and then settled right in the middle of that store. now, these pictures are incredible. two men were in the car. they seem to be shaken up, as you can imagine. the sheriff's department says the driver was a 90 year old who was taken to the hospital to be treated. investigators still want to know if he had some kind of medical emergency leading to that crash. by the way, no one inside the store was hurt. >> the families of four u.s. marines killed in a crash of an osprey are suing the makers of that aircraft. captain john sax

7:38 am

>> you can see this picture, the maps. there's not one but two crashes reported. the one that's the big problem. and that's prompted a sigalert by the chp is in the eastbound direction. so that's the typical non commute direction. but you still see just solid red behind this. that's because three lanes in that eastbound direction before treasure island are blocked because of this crash in the westbound direction there is a stalled vehicle here. and there was a report of a crash in the westbound direction at treasure island. i think that may have been a mistake or some sort of error in reporting, because you don't see any backup in the westbound direction of the span. the problem is all in that eastbound direction. according to the chp notes, a driver was going 100 miles an hour and slammed into several cars eastbound on the bay bridge. so there's also some problems in elsewhere in the east bay in oakland, westbound 580 at foothill, not too much of a backup there. here's the bay bridge toll plaza. as we mentioned, it's not too bad there, but in that eastbound direction, that's where this problem and this sigalert with three lanes closed is happening. you can see you can ignore what

right before that shooting. one woman tells us that she was frantically looking for her daughter. >> and i just came together and he was like a nice scene. i didn't see someone that got shot too, and i saw the group of guys and they shot again near our car where we were parked. so pretty much unfortunately, a high school graduation to end like this is horrible. it needs to be better. >> i heard a couple gunshots happening in one of the corners of the school, and then i see a lot of people just started running the opposite direction, and it was just a scary experience to witness. >> oakland police and chp were on scene after the shooting. the new police chief, floyd mitchell, was at his first police commission meeting at the time, and he left that to go to the scene here. now, you may remember there was also a shooting at skyline at the start of the school year back in september. at that time, students hid under desks and in closets for hours as the school was on lockdown. no one was injured then. police say this was an isolated incident,
